Unsure what to do

Hi,
Im having issues at my job in terms of i believe im being treated differently and held back. I have applied internally to a different department, but haven't yet recieved interview and the manager told me he is busy. Said he would do it last week (nothing) or this week coming. He asked the team leaders in the department and all have said they would be happy for me to transfer.

But, I have also been asked by a different department to think about moving into there.

I would prefer the first option, I think I would fit this department better and once signed off I would receive pay rise plus shift allowance. But the manager is dragging his feet so I dont know if to take this as he isn't bothered.
The 2nd option I would just be receiving shift allowance as I would be running same machine so no skill uplift until they decided i could learn something else.

Option 1 would be working in panel production so I believe this would be more transferable skills as I currently work on assembly.
Option 2 would be in the paintshop. So I would use same machine for drilling but would have to learn a whole new product to progress... I know nothing about paint, just deal with end product.

Both have same opportunity money wise eventually just depends how quickly you can progress. Hours are the same.

Would you wait a bit longer to see if the manager interviews me this week?
