Colleague late most days (NHS)

Just this really..
Colleague in our small and incredibly busy admin team strode into work late most days. This is no exaggeration. She strolls in often 15 or 20 minutes late, no apologies or anything.. Proceeds to chat, make a coffee, put her lunch in the fridge then finally logs on about 9.30am.
Our team is without proper management at the moment. Our most recent manager was very firm about lateness, he insisted that latecomers need to make up the time. But he left unexpectedly quite recently and I believe this colleague might be taking the piss because she knows there's no manager in place yet to replace him.
We have a couple of senior band 4s on the team but they seem unable or unwilling to address this colleague's persists lateness.
It's starting to cause more work for the rest of us having to scramble round covering her duties almost every morning.
What can we do? We don't think our band 4 supervisors want to address it.

Talk to your supervisors anyway, as they are your first port of call. Who is above them? Can you talk to them?

It could you talk to the latecomer? ‘Oy, Sheila, I noticed that you have been an hour late every day this week. That’s not on - we’re all having to pick up your work. Sort it out!’ And see what she says?

All the time you solve the problem for them they won’t say anything. What would the impact be if you just didn’t cover her duties, is it possible to differentiate between what’s yours and what’s hers and leave hers undone?

Does she definitely start at that time?

We have people at our place who work different hours so someone arriving after others wouldn't be an issue.
