I’m frantically searching for new jobs. I’m currently employed on £45k in Data Science however things at work are quite bad, my manager tried it on with me and I complained - and basically I have no longevity with current employer.

I managed to secure a job with my local council on £30/hour inside IR35 until March (with prospect of becoming a full time employee later). I have always been paid a permanent, salary so this is all alien to me. I think, it would be around a £500/month pay rise overall but I’m not 100% sure of the differences in this set up.

I’m tempted to take it to get out of my current situation. However I’d need to keep applying for jobs, with the worst case scenario that the council don’t need me after March, to ensure I’m in stable employment. Any advice appreciated.

Yes I would take it and keep looking for something more permanent.

Once inside local government it's easy to stay there, and data analysts are in demand as councils are awash with data they don't know what to do with. Terms and conditions will be good too.
