NHS verbal offer, still no conditional offer

Hi, I received a verbal offer from an NHS trust 3 weeks ago and have had no update on trac. When I contacted the hiring manager, they said they were waiting on one department to sign off the offers before posting to trac, but that was over a week ago and am starting to get a bit worried.

Is it common to wait this long for the nhs?

Honestly it's not uncommon. NHS recruitment is a nightmare. They have incredibly tight deadlines for shortlisting and offers but when it comes to the admin it's a black hole. I almost gave up when I first joined but trying to get a start date from them means they have a target to meet. Good luck!
