Reference before job offer

I've just gotten through to the final round of interviewing for a new job (private sector). My last interview was over a week ago, then radio silence until I chased for an update today.

I just spoke to the in house recruiter and he said the hiring managers want to speak to an old line manager of mine to find out more about me and my previous job (the one before the one I'm currently in) before they make me an official offer.

Is it just me or is that really odd? I've always provided references after an offer has been made and these usually come from HR (the usual "x worked here from x to x".

It's raising a few red flags... like they're not sure if I'm right for the role even after multiple interviews? I'm not in touch with my former line manager so not even sure she'd be happy to do this.

Any thoughts welcome!

Depending on the industry it can be common yes, I know quite a few now who want references before offer & would want more than just confirmation of employment dates
