See the Civil Service behaviours at a interview, would two different people give different scores?

The same behaviour example can be given a different score by different people - one person may give it a 6, another a 1. It is all subjective.

They can, yes. Being on an interview panel involves moderating the scores afterwards between you and agreeing on an overall score for each behaviour. This normally does involve some discussion, but you'll get an overall score for each behaviour.

It is subjective as someone else said, unfortunately. One panel may score an example much higher than another.
