Can you call an ethics line after you’ve left a company

I was bullied at my last job - I think they wanted me to leave off my accord as they put me on a PIP and went through 8 excruciating months of undermining, over magnification of issues, blaming my leadership for stuff that happened when I was OOO and other really outlandish stuff that no one else would be roasted over the coals for. I’m annoyed this person got away with it and has the full support of HR who seemed to validate their opinion even though HR didn’t oversee any of my operational work! Finances were good, team were happy and I was delivering as I always had and this manager even botched up the PIP as they were so incompetent! I was not the only one that this happened to in the company. I was eventually made redundant and was categorically told it wasn’t due to performance issues! So weird! Anyway I hear this manager is leaving a trail of destruction in their wake. I’ve heard from former colleagues there’s a complaint about this former manager and key members of the team are being interviewed asking how it was going. Let’s say the team are being pretty vocal including my ex team who are saying what they witnessed! I’m hoping this will be enough for their true colours to be uncovered but I would love to send in a complaint post employment as they really made me doubt myself when I shouldn’t have! Thoughts or too late?

Did you have an exit interview?
Have you got a new job?
when did you leave?
