Competency based application form

I am in the process of applying for an executive officer position in the civil service. I have given examples for each competency but I’m not sure if it’s in the correct format. Do employers prefer paragraphs or bullet points? It’s asking for 500 words per competency but I’ve only put 300 on some of them. Not sure if this is ok?

500 is max not a target.
Have you used STAR/SCAR structure?
Have you listed all the relevant actions you took?

I dont know that paragraphs versus bullets matters (my experience isn't in CS)

Thank you for responding, yes I used the star method. I have 300 words for one question, the information I put is more than enough but I was just worried that the word count isn’t enough.
