HR issues against franchise owner boss

Hi, Looking for advice. I work for a franchise owner and believe I have grounds for constructive dismissal. We have zero HR set up for employees. How do I go about making a complaint? If I go directly to head office surely they are set up to protect the franchise owners? TIA. X

All HR are set up to protect the business. Some mask it better than others.
