Teacher contracts

Is it usual for an academy to be slow with issuing teacher contracts? Hand-in deadline is in less that two weeks and there’s no contract been provided for a September start. An offer letter outlining wage has been sent but all the advice I’ve ever heard is ‘do not hand notice in until contract is received’.

Not sure if handing notice in based of an offer letter is reasonable here? Have followed up several times but pre employment checks have only just been issued.

A friend had a similar experience when moving to a job with a Trust. They also changed the goal posts from a year contract to two terms. So my message would be to be careful.
