Civil service HR/pay advice please!

Hi there, I am a civil servant and currently work in a govt dept that has automatic pay progression. I am due to be moved to the next pay point on 1st April which will take me to the top of the band. However, the pay award is never announced until around October and then back paid from April.

My issue is that I have been offered a temporary promotion for 1 year at a different govt dept that doesn't have pay progression. The job comes with a 10% pay rise because it is on promotion. I will start sometime in May. My question is, can I argue for the 10% uplift to be on the top of my current band since technically I should be entitled to that from 1st April (although in reality it would be back paid in my November pay if I stayed in this current role).
