No back story here.

Is it appropriate when having a rant in an email terminating your employment contract early, due to a manager’s bullying, abuse and general mis-management, to name another employee and issues they were having with said person? The other person has already terminated their contract early, but hasn’t been paid/ invoiced yet and wasn't keen on creating drama

Nope, just talk about your own issues (I've been in a very similar situation recently) without naming anyone else. If you want/need to then possibly include something vague like "I am aware that others have encountered similar issues" and leave it at that...unless by saying that you are dropping the other person in it anyway, because it'll very obviously be them, in which case say nothing.
