NHS joining bonus

Hello
I have an interview coming up for an admin role in a different trust.
The job advert states that there is a bonus joining payment as an incentive.
However, it says that only people from 'outside of the organisation are eligible'.
I obviously don't want to ask about this at interview, making it about money. But, if I am coming from NHS but a different trust does anyone know if I would be eligible for this payment?
Also, I am currently 9 months into my band - will I continue from this point towards the top of the scale or do I start back at the bottom?

I'm not sure about the bonus but within our trust guidelines you would start entry at the pay point your are currently.
So first pay point but with your nhs start date on record for increment increases.
The same would go for when your annual leave increases also.
