Feel stuck in civil service operational role

I'm early 30's and just can't decided what I want to do with my life. I joined the CS 3 years ago on a temp contract that was made permanent. I work for the DWP, making decision on benefits (not jobcentre).

I'm a contractual homeworker due to health conditions and feel stuck in this job as I'm not sure my homeworking adjustments will carry over to any new role.
The work is easy, if a little dull, I pretty much sit at screen reading reports all day with a few phone calls.

I applied for a few apprenticeship roles in digital last year and I wasn't successful, I'm not sure software developing is what I want to do but it seemed interesting and was still the same grade as I am now (EO).

I've feel like I'm not succeeding in my work life, I dropped out of university (twice) and had a stint of quitting jobs after 6-12 months in my 20's. I was diagnosed with ADHD last year, which explains a lot.

I'm not very confident in my skills and really struggle with applying for roles within the CS. I have no idea what else I can actually DO, I know I don't want to do this forever though.

Do I need a career coach or something?
