Are we talking 13 or 19? Huge difference between them.
What's your budget?
Do they take a lot of pictures or videos?
Do they use streaming music or video apps?
Is your home WiFi sufficient for a low data plan?

Tesco mobile does a lot of very good phone+SIM deals, their coverage is also 9/10

All those phones are fairly similar in terms of specs, cameras are good, size is good, connectivity is good, battery is good, hardware is good, software versions good.

SIM choice will come down to what they need. I'd probably go with a voice SIM with high data, unlimited texts/calls for £10/12 a month as they're good value and give you everything you need but if they don't need a lot of data or have a low budget, that's pointless and you could get one that's £6/7 a month but with capped data.
