Two work bases NHS petrol

Hi everyone,
Hoping to have some advice. I work in an NHS trust and the job was advertised with two different bases. I work in the community but the bigger base was set as my ‘main base’ for petrol purposes. I do not use either base and am mostly in the community or working from home (with a work laptop and VPN). This ‘main base’ is the furthest one away from me and home to base rules apply (32 miles taken off all of my community visits per day). This costs me around £150 a month in petrol and I can typically claim around £20 after home to base deductions. I accepted this as I was aware it is company and nhs policy, however, I have since learnt that multiple people have the other base as their main base (it is only 2 miles from my house). I have asked my managers if my base is able to be changed to the closer one but they have said no (despite 90% of my caseload being closer to this base). Presumably, because this would also impact other colleagues (who live close to me and would want their base changed too).

Does anyone have any advice? I don’t want to cause difficulties but I also feel that it’s unfair others can claim more money when we have the same role. From what I can find online I am classed as an ‘agile worker’ as I can work from home with a VPN and a ‘base’ therefore has to be mutually agreed with myself and my manager.
