Whistleblowing question

hello. Would evidence of a predetermined grievance based on bad HR practice be grounds for whistleblowing?

As per your other thread, I need some context here.

Need a bit more info... whistleblowing has some quite specifically criteria.

Would the whistleblowing be in the public interest? Is it related to fraud, or endangering someone's safety, damage to the environment, or breaking the law in any way or trying to cover it up?

Personalised grievance, even if badly handled usually are not whistleblowing, unless the grievance is about any of the above..
