Salary review discrimination?

I requested a salary review over 9 months ago and it’s still ongoing. Every few months I get asked for snippets of information. I know I’m underpaid for the role generally and compared to other staff. I know several others have been regraded during this time
much quicker. Is this discrimination at all or just incompetence and unfair?

Discrimination on what basis?

That my request is not being handled and others are, that I’m not being treated equitably.

For it to be discrimination, you would need to be able to show that you are being treated differently because of a protected characteristic eg all the men get regraded within a week but it takes months for women.

It does sound like it's more like general poor process and incompetence rather than discrimination

It’s not discrimination unless you think you are getting paid less due to a protected characteristic, eg sex, disability etc. It sounds like the others have a better case or a better manager. Ask your manager when you can expect a decision, and perhaps start looking for a new job.
