NHS regrading

I work for the NHS and last year I asked my manager for a reassessment of my banding, as I the responsibilities I was taking were way to far beyond my paygrade.

He asked me to complete a job re-evaluation form, which went for scoring and actually came back with a score 2 bands higher than what I was on....
However, my manager never completed the request, and I've been working and getting paid much less than I should for more than 1 year now. Whenever I ask what's going on, he gives me a new excuse, but I can tell he's just stalling and at this point I feel they don't want to do it. In the meantime, 2 new members of staff were hired 2 bands above and similar level of responsibilities (although different roles).

I'm really angry, because I've been rejecting job offers of double my salary, because I value working for the NHS and have built an incredible team, but on the promise of a higher pay.

What can I do? If the external evaluation committee agreed that my responsibilities are not matching my salary, surely this should have been corrected immediately (and paid retroactively?).

Are you in a union? If so, get their help with this. Good luck. The NHS are terrible at exploiting capable staff who end up working above their pay grade (speaking from bitter experience..)
