can someone work at a second job in another local authority whilst on maternity leave in a LA role?

Don't do it. All local authorities authorities are part of the NFI where they share your NI number and personal details. If you are caught you will be let go of your main job, as it seen as fraud.

If you were already employed in the second job as at your qualifying week then you can work for them without it affecting any SMP from your main employer. If you start a new job then it would end your SMP entitlement.

permanent job is in one LA, where entitled to maternity leave, other job is as a casual worker for another LA, just started, already pregnant (16 weeks)

in the casual job its zero hours, a little additional on the hourly rate to cover holiday pay, contract says 'not employed by LA' -I think this means classed as a 'worker', not an 'employee'
