Unfairly treated due to process manipulation

I need some advice on a tricky situation. We recently had a restructure. I'm the only person who does the role I'm in, which was deleted and two new roles added - one more senior (a grade higher) and one more junior (a grade lower). I was slotted into the more junior role and told I could put in an expression of interest for the more senior one, which I did and didn't get an interview with, and no feedback was given dispite me asking.

I have obtained the grading paperwork for the senior role via my union , and it clearly has been overscored (I do grading as part of my role ). Under our policy, if the role had been the same grade, I would have to be slotted in. I'm not sure what my next steps should be - what would you do?
