Waiting for final decision on job

I had my third interview last Friday and chased yesterday receiving the email below. What are your thoughts? Have they offered to someone else and waiting to confirm that before sending out the rejections? Only 5 were interviewed to start with so I wouldn't have thought any more than 2-3 would have gone to final interview.

Maybe they are still reviewing the applicants? It is quite time consuming recruiting.

Or someone involved in the process is off sick so they’ve not been able to discuss their decision making.

Take them at their word. These things can take time, especially if trying to coordinate calendars of several people to have a conversation about it. Is this civil service? I know from my own experience as a hiring manager the process takes ages! Be patient, and good luck.
