Do all HEOs get the same pay out of London or does it depend on the Department?

Depends on which part of the civil service they work in. Have a look at Civil Service Jobs and search for HEO positions.

It depends on the Dept. Your best bet is to take a look at CS jobs and search by the dept you are interested in as the ads will show the pay scales

Other thing is depends on the role as some depts give professional uplift pay so you would earn more as an analyst for example.

Each department sets its own pay scale. On some job ads you'll see "£x - £y", on others there will just be the scale minimum.

Generally you can't negotiate your pay and they will start you on the minimum, the actual "scale" part of the payscale is really for people transferring around the CS as there are set rules.

People will come along and tell you they negotiated their salary so didn't start on the minimum, this is very much the exception and you shouldn't expect to be able to do this just because you'd like to be paid more than the minimum.

The highest paying departments are significantly.higher compared to the lowest, so worth checking a few out to get an idea of the range. From memory I think Dept Health is one of the lower ones and HMRC one of the highest
