How long to stay in the current role?

I work for a large pharma where promotions are very hard to get. Last 4 yrs im been waiting for my next role and I did got promoted early 2023. It's a people management role and team is running well. My management gave me feedback that the team is running better than how it was in past. However, I feel that I have learned as much as I could. I see things are more operational now. I do not see new projects coming in either.
Does this looks bad on my CV if apply else where ?? In past I have stayed too long on the roles and I do not want to make the same mistake. I'm just not sure if having less than a year experience would attract potential employers?

By the time you've found a role and been through the application process, it's going to be a year, or near enough, in your current role which I think is fine and won't require explanation beyond what you've said above.
