CS EOI Application. Level transfer question

I am applying for an EOI at the same (EO) level as I am now. Should I pitch my behavior at Level 2 (EO) or Level 3(heo) ?
I do have examples that would hit level 3.

Make sure you hit the level 2 requirements then add in level 3 where you can to show stretch/flexibility.

How many words is the EOI? A lot of focus should be on the criteria too.

Sorry for posting and running and thanks for the replies.
I was told by my HEO that the G6 has blocked me applying as it's same grade and they need me in post in dept I am in..

Mmmh I thought you could level transfer after 2yrs, before that they'd need to 'release' you but after that they can't block it...

Nah they can block internal level transfers

They can block level transfers where I am, unless it’s a proper vacancy on civil service jobs.

So have you been in your current post three years too? If only a short time I’m presuming they want to see the benefit of their initial input / training and they may not be able to back fill your role.

Personally I don’t believe in blocking moves, I’ve let someone go on promotion 12 weeks into probation- they were exceptional. If it’s the EOI aspect, then have a chat with the vacancy manager and ask for heads up when the permanent post is advertised.
