Not busy enough

I've been in role for about 7 months now. It's a career change for me, in a completely different area of work. I completed a relevant qualification in my own time before starting and gained small amounts of experience. My lack of experience and need to develop was clear during interview and when hired.

My issue is that I just don't have enough to do at work and have lots of spare time that isn't filled with anything productive. I've raised this many times with my manager and have let him know that I'd like to work independently on new projects that come up but I've never been given any. I agree that there should be a certain level of pro activity and autonomy at work but I still feel like a trainee in role and need a structured development plan to help me progress.

Has anyone been in the same situation and have any tips?
