How to negotiate secondment opportunity?

I really really need some advice, and here is my problem.

  1. I have been in a role for last 2 years. This seems like a dead-end role with no promotions in the current space. There is no development scope and new opportunities are grabbed by seniors or colleagues ( 1 year senior to me).
  2. I also may be in a threat to my manager so She has basically taken my new opportunities and given them to a new starter 5 years younger professionally to me. (I did my phd before and have more work experience)
  3. The reason is early on this year I said I would like to look for new opportunities within my company. And instead of being supportive they have taken it out on me by taking away my responsibilities and making me quit.
  4. I have applied for a internal role and instead of getting it as a new role they offered me a secondment opportunity. Now I am living in constant fear that my current manager/senior manager will not let me leave.
  5. A secondment is a loan to another team. Now manager can make my life difficult by saying that I am needed for x,y and z. None of them are eventually given to me but just presented to senior manager.
  6. The secondment opportunity is local to my residence. And it teaches me new skills which will make me in a better position for a step up. The team is also global so it will teach me new skills which I do not get in this team.

This is the first time I am writing my thoughts down. I am not looking for trouble but just a good negotiation technique which makes me in a position to take this role without upsetting my manger. I don't know what to do. I cannot sleep or rest as this is causing me lot of trouble. My mental health has been really affected as I am overthinking kind of personality.

Any advice/help would be greatly appreciated.

Thank you FullSpecturm for giving me a good advice. I was busy applying for new role so couldn't reply. I am mid-senior level.
