Me and colleague both in line for promotion- only one role.

Today went in (don't normally) we were only 2 people in. Coleague took a 2 hour lunch break (shops were busy) and a 30 minute phone call to a mate arranging to meet up after work. They work every Friday. I can't say anything to my boss can I!

Is the colleague getting their work done?

Work is not allocated - it's a pick up work, as a team get it done situation

I guess I just leave it for boss to monitor individual productivity. It just sucks when we have part timers who get paid less but probably do the same.

No, unfortunately you can't say anything. Especially not if the other person has applied for the same role as you. It's frustrating but you have to suck it up and keep quiet. Piss-takers tell on themselves, it'll get found out one way or another.
