Colleague WFH to look after child. Affecting output.

So annoyed, we have a lazy colleague in the team which is already annoying. That person asked to WFH this week as they were low on annual leave. Boss agreed despite knowing it was so they could look after their primary aged child.
Weve had low output, not being able to reach said person as they are ‘away’ and the us impacting the rest of the team.
How on earth is this allowed and if the boss is agreeing to it what can be done to stop it happening. Is it acceptable to complain over bosses head?

Just let her work pile up and don't pick up the slack. Put your boss in CC of emails.
