How to respond to this email please?

I have recently asked my line manager if I can move from a temp to a permanent contract. She said "this needs to be talked through with the head of department when he returns from Singapore" not sure if it implies I contact the head of department myself or she will. How can I respond to this please?

Thank you for your reply, do I need to contact Mr X upon his return or will you be informing him of my request?
