Reached the standard but unable to be offered an interview

I applied for a job with the Civil Service recently and just received an email saying "you have reached the required standard, but we are unable to invite you to an interview immediately".

Gutted because I would have loved this job! What does it mean though - that I met the standard for interview but there were enough others who met the standard with a higher score than me to fill all the interview slots?

I also looked at my application and my personal statement score was 20, does anyone know what that means please?

And lastly, they said they put me on a hold list and if they are able to offer me an interview they will be in touch, has anyone been in this position and it has progressed further or should I abandon all hope 😄

It will probably means they got shed loads of applications and had to raise the pass mark for interviews.

What was the role?

That makes sense to be fair, I imagined they would have a lot of applications, it's a fully remote EO level position.

It means as it says (although appreciate it sounds weird if not used to it)- you have reached the minimum score for interview but after narrowing down to a reasonable amount of candidates everyone else scored higher. If a similar job comes up that requires the same behaviours as listed in the application etc they can invite you to an interview without you having to reapply; chances if this happen vary wildly. I'd keep applying for other things rather than assume you'll get one but similarly there's a chance.
