Recent discretionary flat rate bonus to full time workers same as that given to part time staff. Is there a reason for this?

Because your employers can do what they want. It's the definition of discretionary.

And whilst discriminating against part-timers is illegal, discriminating against full-timers is not.

It wouldn't be discrimination anyway unless the bonus scheme was only for full timers. They could have justified a pro-rata bonus for part time staff. Seems a good employer that they didn't.
