How to approach feeling under valued in next 1 to 1

My last line manager was great and set the bar very high. She also believed in me and was very clear about career path. The timeline for senior promotion has now elapsed, I've achieved the goals and I haven't had a chance to approach it yet as current manager has cancelled two 1 to 1s lately.

In the meantime, he has also hired multiple senior people into our senior team. This now makes me the most junior although I am more than ready to be more senior.

That said my current manager has also expressed being impressed and arranged for a salary raise accordingly. Colleagues don't rate him as a manager and he's a big reason my previous manager left.

I have a 1 to 1 with him in a week. I'm feeling demotivated as I watch senior colleagues put on new and interesting projects. My projects ended 2 months ago and I'm now left soaking up tasks my boss doesn't want and medium weight tasks. I love my colleagues but I'm bored to tears.

How can I approach this constructively?
