how to tackle this

I have been in my current role 5 months. My big boss is a bit of a control freak and I feel that my workload is very dependant on what he wants to drip feed me. I have tried really hard to make suggestions and input to new pieces of work but my suggestions are not taken forward. Last week I thought I was being proactive in compiling a business case for an upcoming request, I knew what was needed as I have done these before. My big boss queried why I thought the resource I had detailed was needed, and halted the submission, despite my explanation and the support of the manager above me, but have since been told to submit my business case and explain why the deadline had been missed in the first place. My LM is aware and has mentioned similar roles coming up in adjacent area soon, but I feel almost guilty for considering this but I don't have a great deal of scope to input or make the role my own in anyway. Have you any advice on how I can tackle this at all?
