How cold is too cold?

I work in a unit on a business park. It’s not exactly a warehouse, but the room I’m based in has bare walls, concrete floor etc. It’s the only room in the company that doesn’t have heating.
My desk is a metal shelving unit with a chipboard top.

It's currently 13 degrees in here and whilst we have portable gas heaters next to each of us, it’s really chilly and we don’t sit at our desks all day.
I normally wear at least 3 layers of clothing and often have to put my hood up or wear a hat and gloves.

Should management be doing more to heat the room?
What are their responsibilities to us?
