Can't make a decision

Our senior manager is unable to make a single decision. All day long we re getting emails asking us what we think. We're much to busy to be doing her job for her.
If we ask her to make a decision about something important she can't do it she just sends us off on a wild goose chase.
It's affecting every thing we do.
It's intolerable. I have no idea what to do about this.

Ignore her? As in, manage your email in box so that you are focussing on whatever tasks need doing and only check at set times. If she chases you up, tell her you’re implementing time management strategies and one of them is not to check emails more than x times per day.
if she says well I neeeed you to answer my emails, ask her which bit of your job she would like you not to do in order to provide support to her.
if she can’t make a decision, which holds up your work, set out what’s needed in a very clear concise email along with timelines. If no decision forthcoming, go back to her and ask if she can tell you what’s next and if she’s not sure, should you ask her line manager instead? And if still no decision reply to the email cc’ing her manager and ask them to come up with a decision together, explaining the impact that no decision is having.
You also have to let her fail. If she can’t do her job without you doing it for her, other people need to see that.

Has this been a consistent problem with her long term or is she maybe over correcting for not consulting with the team and being criticised for it?
