Nhs band higher job - should I bother applying?

I work for the nhs. I enjoy my job but often get frustrated that things aren’t done. A manager role has been created for our team. Whilst I feel ready to lead I am aware of another staff member better qualified that has experience etc. I actually think this person will be a good manager - however I also feel I would be.

Should I bother applying and if so how can I make myself stand out against qualifications and experience?

Yes apply, if nothing else it shows willing and may bring you to their attention as someone keen to get on
