Linked in and recruiters - Is this normal and how to respond

I am looking for a new job, although not too hard! I Like what I do and the office I work in but I can see very little progression coming and more instability (likely merger at the end of the year but no idea what it will mean for my small office).

Several times recruiters (both from companies and agencies) have contacted me on Linked in, we arrange a time for them to call and they don't. Sometimes repeatedly. Is this normal?
I feel it's rude and frustrating but perhaps it's ho recruitment is done now (last move was 15 years ago so I'm rather out of touch).

How would you handle it?
I don't have the recruiters' phone numbers so I can't ring them.
Should I keep nagging them on Linked-in? Perhaps they're testing to see how keen I am.

They are a pain in the arse. I can't believe how unprofessional they are.

They call repeatedly just to fill quota targets set by their business.

I'm not looking for a job at all and can't believe how persistent some are in trying ro recruit me to temporary jobs for which my experience is unsuitable, several hundred miles away. Complete rubbish, you have my sympathy.
