Maternity cover lack of info

I have been asked to do my boss' maternity cover from in approx 6 weeks time. Clearly we have known about this a while. As yet I have no terms, formal offer, job description, nothing. I have chased several times and only got an informal email that didn't make any sense as the salary was based on a different set of hours.
Apparently the formal offer will be this week yet i guarantee it will not have a job description. Additionally someone else has been offered a job to support me, I did not choose them and personally don't think they are what was needed. They have full induction programme and sight of all areas of work across our department in their induction including things I've never touched yet! I need full sight of these things to run the department. They are also being put to supervise / support an under performer in the team but I don't know if they are actually to be their line manager or not. I have asked all these questions but my manager doesn't give me a straight answer or says I should know! I get made to feel I should know the answer when I don't because we haven't even had a proper 1:1 this year! I am aggrieved for two reasons - firstly lack of clarity I'm a planner and I need the info it's really upsetting me and affects net childcare etc, secondly the new person wasn't my choice, she is much more junior than me but I can't help feeling she's lined up as a replacement if I say no to any of the terms when I eventually get them. Any words of wisdom?
