Job advertised but told not to apply?!

Is this fair, just a rant!
At my DP's work a job for assistant manager became available.
The staff were told that no-one who works there already would get the job as it would cause resentment among the workforce, and that the successful party would have management experience, which none of them have.
I think this in itself is unprofessional, however...
The person who did get the job has the same qualification as everyone else working there and less actual work experience at the job and absolutely no management experience!
DP is extremely pissed off at boss and is now looking for another position! Which is a shame because he loves his work

That's a really bizarre attitude. Most employers prefer to promote from within, it's more cost effective, they know what they'll be getting and it makes the staff feel positive about having an opportunity to advance. Is there a very hierarchical, them-and-us feeling between management and lower level staff?

Prior to this DP thought his manager was great, its crap to see him so disillusioned with a job that he loves. Not really any hierarchy prior to this that im aware of and im sure he would have mentioned it.
There is a lot of positions in his line of work.
It does seem a bizzare attitude but there you go!

Stupid descison by the boss imo. I would have thought that employing an outsider with the same qualifications and less experience would cause much more resentment in the workplace!
