Am i right in thinking that if my boss won't give me the hours i want, he has to give me a valid reason why the company/dept would suffer? Have asked to go back 4 full days rather than 5, but he doesn't want to let me keep my current position on this basis.

An employer can turn down a flexible working request on "business grounds" which includes, for example, increased costs, detrimental impact on the company or if the work cannot be reallocated. Your employer should give a full explanation of why your request is being rejected. This will be useful if you decide to appeal the decision to turn down your request.

The TUC website contains a really useful summary.
