carers leave in the nhs - can it be refused?

im returning to work next week following mat leave. at the moment i have a great manager who is very understanding and a great boss. however due to recent cuts she has been made redundant and a former manager is returning who i have had problems with in the past, she is very cold and not a caring person. im worried about going back to work as she bullied me in the past and now im worried that she could refuse me carers leave should i need it if one of my children was sick. i would and have dragged myslef to work unwell but my babies come first and i dread having to ask he if i had to leave early if one of my children was sick at the childminders. i feel under so much pressure. dh works away sun to thu and we have no family near us.

yes a mgr can refuse carer leave,but most don't
do monitor your relationship with new boss,and hopefully it will be ok. but I see you have history
but no carer leave isn't automatic entitlement there is element of mgr discretion.
most trusts give x amount of days
