WWYD? Completing formal pt request, and they've been managing without me for 9 months

I would like to go from 5 days to 3 days when I return after a year away having DS. I was feeling really confident about returning part time, I'm in a bit of my business full of "project working part time mums" and assumed it would be a breeze. I now have the proper form and my confidence has been shaken.

I must "explain what effect, if any, you think this will have on your department and team and how any such effect could be dealt with". The people covering the various elements of my role have left whilst I have been away, and were not replaced (one went after 3 only months). My role is a portfolio one so in my view it appears possible for me to pick up some elements, but not others, in order to reduce my responsibilities, and the others could continue to be covered in the same way they have up to now: by others adding those projects to their portfolios (increasing their workloads, but be relatively small amounts as they've been shared across several people and despite people leaving, they're quite interesting/developmental/high profile activities). This doesn't feel like a very helpful response for the business, so I'm trying to work up something about the developmental opportunities for the more junior team members.

In the meantime, there has been a complete change of senior personnel in my team, with whom I've not worked closely before. Any advice? WWYD?
