I think that the trouble is that it DOES involve somebody taking them to court. So that will be yet another family or individual woman/ group of women having to find the means and withstand the scrutiny to battle a major organisation in a long and gruelling legal process. Despite the SC ruling, there is nobody external implementing this or penalising groups when they openly defy the law. The government is failing women and girls big-time on this, but it's not just them - every single regulator, from the charities commission to Ofcom, has played their part in this disaster.
