Biden, Title IX, women's sports - how did it happen?

I read something today that Biden demolished all that Title IX (which prohibits sex-based discrimination in any school or any other education program that receives funding from the federal government) was put in place to support on Day 1 of his presidency.

I'm thinking about women and girls' sports off the back of that horrible Guardian column today, looking at the shewon.org website which has listed out 800+ female athletes who have lost awards, medals, trophies and scholarships to men competing in our sports. This list goes back to 2001 (athletes with DSDs?) but then we see an implosion in 2019.

So if it was 2019 and still within Trump's preside how was this happening if Title IX was still intact?
And what exactly did Biden do, did he replace sex with gender identity?

The shewon list is global and primarily covers adult sport. Title IX covers school and college sport in a single country.
