I saw that in The Times yesterday. I still can't quite grasp if they led with rapists and burglars for shock impact or if it's for everything.

Letting convicted offenders into the community on early release, not putting in newly convicted…

As they're looking to delay sentencing for the newly convicted, I take it there would be no grounds even to suggest such a course ahead of pre-sentencing reports and guidance.

When I think of an order of offenses that I would rather have sentences delayed or shortened, I can honestly say that I feel safer with most murderers being out of prison than most sex offenders. I do not understand society at all.

Our legal system was designed by men who think women are chattel. Objects. Raping them is taking their virtue. So... theft. Or more accurately, property damage.
When the chips are down we can see what men in power really think of women.

They don't want to spend money on it.

They see spending as little as possible on CJS as a good thing for voters.

I don't mention this bc I respect that your English and my (American) English are two very different things sometimes, but this time I feel obliged to point out that here, the word scheme is usually only used to refer to nefarious plotting. Usually I can shake that off when I'm reading about UK Healthcare schemes or whatever, but yeah, this one does sound a lot like nefarious plotting.

I tell my girl friends in the UK to start wearing hair sticks now, bc it's a self-defense tool against rape with plausible deniability regarding its use against a potential rapist.

We also have housing schemes (local authority plans for an estate or the actual estate itself), government schemes such as home ownership schemes etc. Usage differences are fascinating.

tbh, I might look out for a YT video on this but I'd be more concerned about it being used on me.
