I haven't a clue what he means by that sentence. He's American I think, so presumably uses "gender" to mean sex, so I'd hazard a guess that he's stating that sex can't be biologically defined if it requires policing for single sex spaces to exist. Which is an odd argument to make.

I saw it because it was re-tweeted by Gabrielle Blair (the Mormon 'men should be responsible for pregnancy' woman) and was very confused.

It is American and I think it deliberately conflates gender with sex. But if you read it as actual gender rather than sex it means the opposite.

I think it must mean gender because "to enforce gender" might mean to force people to comply with gender roles, but what could it mean "to enforce sex"?

I took it to mean to enforce sex segregation, so to enforce sex segregated bathrooms or sex segregated sport and so on.
