I don't understand how they can argue both that the GRR the "legislation will have no impact on the [Equality] act" AND that once somebody has a GRC they become their acquired sex for the purposes of the EA. How can both those things be true?

It's a sleight of hand. Technically the Equality Act isn't being changed, so they can argue it's true in a sense, but of course the impact of the way the two work together is a different story.
