That's awful. They think that:
A female is a non-male.
Female is a gender (sorry gender-identity), not a sex.

However, have they committed the heresy of implying that there are only two genders? They'll be in trouble.

Find a cat you know is male and hold them up to each other. If it’s the opposite of male (which means female) they’ll be pulled together but if it’s the same gender identity they’ll be pulled apart - oh no that’s magnets.

I thought we were supposed to believe there is a clear distinction between gender and sex. If we accept female can be a gender as well as a sex, how do we have a clearly identify a member of the sex that is in female without confusion?

Webster bases its definitions on actual use, so if they are seeing that use in the public sphere enough, it will start to appear in the dictionary. Standard dictionaries are descriptive rather than prescriptive.
