I've read this several times now and the lack of transparency about the lobbying and degree of cognitive capture do not get easier to read.

Thanks for bringing this up OP, it's a huge problem in the courts. How can judges be unbiased when having to follow these guidelines? Ridiculous!

Slighly dispiriting that judges, as opposed to magistrates, need this teachers answer book to tell them how to run a court.
